SPT4.0.13服务端未知报错System.Exception: Unable to set console mode

客户端版本Client.0.16.9.0.40087
服务端版本SPT4.0.13
系统WIN10 22H2

未加装任何mod，相关的.net程序也重新安装和修复重启过了。运行SPT 4.1.1和3.7.5能正常运行，唯独4.0.13不行。
运行SPT.Server.exe弹出如图报错

已经尝试过：
1、管理员运行
2、设置终端为

3、尝试用过系统终端运行SPT.Server.exe
4、重新安装以下环境

5、尝试使用4.0.12客户端，但是唯一一个能下载的连接下载内容如图，运行exe程序弹出个命令窗口没啥反应了，跟论坛里文件结构大相径庭不知怎么用
